The 6-year debate over who won Captain America: Civil War is officially over, as Team Iron Man's fight against unregistered heroes is still in effect in Ms. Marvel. The Marvel Cinematic Universe changed drastically in 2016 when Iron Man (Robert Downey Jr.) and Captain America (Chris Evans) went to war over superhero registration. Captain America: Civil War brought the Sokovia Accords to the MCU, broke up the Avengers until Avengers: Endgame, and became one of the most influential movies on Marvel's future in the process.

Despite the gravity of the Avengers fighting each other as members of Team Iron Man (pro-Sokovia Accords) and Team Captain America (anti-Sokovia Accords), there has been an ongoing debate about which team really won. Team Iron Man's members were the only ones allowed to legally be superheroes afterward, but most of them are no longer part of the MCU's future. However, the lack of any real mention of the Sokovia Accords and a surprising amount of leeway for those who opposed it gave Team Cap supporters reason to feel like they actually won Captain America: Civil War.

The MCU has now subtly confirmed in Ms. Marvel that Team Iron Man won Captain America: Civil War. One of the big plot points of the Disney+ show is that the Department of Damage Control is going after Kamala Khan (Iman Vellani). After legally attacking Peter Parker in Spider-Man: No Way Home, Damage Control's return in Ms. Marvel indicates that their real goal is limiting the activity of unregistered superheroes. Since Damage Control is a government agency, the idea that the government is hunting down superheroes reinforces what the Sokovia Accords were meant to do, even if those documents are not mentioned.

It is only fitting that Damage Control is responsible for proving Team Iron Man won Captain America: Civil War. The agency was originally created by Tony Stark following the Battle of New York. While they started off cleaning up damage from the Avengers' fights, it seems that Iron Man's creation has now gone down a new route in Phase 4. Damage Control might be slightly different now compared to what Tony Stark intended, but their new mission is completely aligned with Team Iron Man's viewpoint in Captain America: Civil War. The group is now focused on controlling who can and can not create the damage they previously cleaned up.

The MCU confirming that Team Iron Man came out on top in Captain America: Civil War comes at the same time, though, where Damage Control is becoming a villainous force in the overall narrative. They have already gone after Spider-Man and Ms. Marvel, and Marvel Studios positioning them as a not superhero-friendly government agency indicates this will continue. That could mean being the villains of a Young Avengers project if all of the young heroes are unregistered, while the possibility of Damage Control, including Skrulls, might lead them into Secret Invasion. There is even the chance they could play a role in Thunderbolts, possibly as the government agency willing to sponsor a group of registered villains. If Ms. Marvel is any indication, it is possible Team Iron Man won the war but at an unforeseen cost.
